County of San Diego Health and Human Services Agency HHSA General Relief Program Guide GRPG Number Page Conditions When GR Is Not Granted 905005 1 of 3 Revision Date September 11 2017 A Background This section provides information on situations when GR is not authorized This section is revised to provide updated instructions for the Offer of a Free Home and Incarceration and Hospitalization Purpose The purpose of this section is to provide instructions for when GR is not authorized Policy B Offer of a Free Home When the applicantrecipient has an offer of free housing that includes having all needs met from an individual not an organization or shelter regardless of location within the County heshe is considered to have all hisher needs met in full and is ineligible to GR If an applicantrecipient has free housing andor utilities but is responsible for hisher own food andor other items of need reduce the Basic Need Rate by the appropriate amount per the Income InKind chart The applicantrecipient would then be eligible because hisher needs had not been met in full If Transportation to Resource is indicated resources outside the County follow all criteria in 90 5004D C Labor Strikers The County Board of Supervisors adopted a resolution to deny GR to labor strikers except as may be required by State and Federal law Therefore deny GR to both labor strikers and to those not on strike but refuse to cross picket lines in support of a labor strike D Reserved E Reserved F Incarceration and Hospitalization GR funds cannot be used to aid those who are incarcerated or hospitalized including in a LongTerm Mental Health Facility However once an applicant has been granted GR and is later incarcerated or hospitalized determine the estimated duration If the recipient will not be released by the end of the month following the month of incarceration or hospitalization is anticipated to be released before the end of the month following the month of incarceration or hospitalization is incarcerated or hospitalized for a full calendar month Then close the case with timely and adequate notice no overpayment has occurred and the case will remain open an overpayment has occurred for that month if aid was paid for that month County of San Diego Health and Human Services Agency HHSA General Relief Program Guide GRPG Conditions When GR Is Not Granted Number Page 905005 2 of 3 G Fugitive Felons ProbationParole Violators and Misdemeanor Violators GR benefits will not be paid to any individual who Is fleeing to avoid prosecution custody or confinement after conviction under the laws of the place from which the individual flees for a crime or an attempt to commit a crime which is a felony under the laws of the place from which the individual flees Is violating a condition of probation or parole imposed under Federal or State law Has an outstanding warrant H Needs Exceed Basic Need Rate Do not deny or discontinue GR solely because the applicantrecipients basic shelter expenses housing and utilities exceed the Basic Need Rate However do not continue aid beyond three months from the initial Notification to Reduce Living Expenses unless the applicantrecipients basic living expenses are reduced to within the applicable Basic Need Rate for the applicantrecipients living situation Give the applicantrecipient written notice to reduce hisher basic living expenses Give this notice on the appropriate Notice of Action as well as explain it to the applicantrecipient Enter a Case Comment to alert future workers The threemonth period to reduce the excessive needs will apply only while the applicantrecipient continues to receive GR without a substantial break in aid more than 30 days If Then a break in aid of more than 30 days occurs evaluate the case to determine if there were changes in the applicantrecipients circumstances which would have allowed himher to have met excessive needs through income or resources there were no changes in circumstances apply the balance of the threemonth period there were changes in circumstances apply a new threemonth period I Employment Applicantsrecipients who are fully employed are not eligible for GR due to the amount of money earned during the month Procedure Follow the actions in the policies above to determine if an applicant is eligible to GR Program Impacts None References WI Code Sections 17000 and 17009 County of San Diego Health and Human Services Agency HHSA General Relief Program Guide GRPG Conditions When GR Is Not Granted Number Page 905005 3 of 3 Sunset Date This policy will be reviewed for continuance by September 30 2020 Approval for Release Rick Wanne Director Eligibility Operations
