Revision Date April 1 2021 A BackgroundThis section provides information on computing the General Relief GR budget PurposeThis section has been reformatted to current format This revision also removes references to Monthly Quarterly Eligibility Reports CW 7sQR 7s B PolicyDeduct net income received or reasonably anticipated to be received in the month of application from the Basic Need Rate except income anticipated from first payday Net income also includes income inkind for basic need items when that item is provided in full Reduce the Basic Need Rates per the Income InKind table when appropriate In addition consider overpayments from prior months initial aid payments and vendor payments as adjustments which must also be subtracted from the Basic Need Rates Note When determining the GR grant amount carry dollars and cents to the end of the computation then drop the cents for the actual grant amount for example for a grant determination of 14586 cents are dropped and 145 is issued to the recipient Do not round up C Excess Income If the applicants total income is more than the Basic Need Rate in the month of application the applicant is ineligible to GR for that month D Initial Grant with Income Received If the applicants total net income already received in the month of application is less than the Basic Need Rate prorate the income at the appropriate daily rate determined by the number of days in the month to determine the initial grant amount Example Single applicant has received 7550 income and is found eligible on April 16 Step Action 1 303 Basic Need Rate 2 303 7550 22750 Basic Need Rate less income 3 22750 x 5 11375 drop cents 113 prorated amount Example is based on grant values as of February 1 2014 E Initial Grant with Anticipated IncomeIf the applicant reasonably anticipates the receipt of income subtract the net income from the Maximum Basic Need Rate

F Conversion Factor Table Use the conversion factor table located in Desk Aid 905003A to prorate grants Multiply the Basic Need Rate by the conversion factor to determine the prorated grant G Prorate Charts Use the prorate charts located in Desk Aid 905003B to determine prorated grants for single applicants and married couples who receive the maximum grant These charts have the conversion process above already completed If the applicant has income in the initial month the grant is the basic need rate minus income received and then prorate H Ongoing GrantSubtract the net income that can be reasonably anticipated in the future month prospective budgeting from the Maximum Basic Need Rate and the balance is the amount of aid authorized for the future month If the balance is zero or a negative amount then the recipient is not eligible for aid in that month and therefore would be discontinued at the end of the prior month Procedure Follow the actions in the policies above for completing the GR budget Other Program ImpactsNone References County Policy Sunset Date This policy will be reviewed for continuance by March 31 2024 Approval for Release Rick Wanne Director Eligibility Operations
