Revision Date 11012023 Background The InterCounty Transfer ICT is designed to help customers receive uninterrupted benefits when they move within the state of California Purpose This section has been revised due to sunset review There are no changes in legislation Policy The ICT transfers the responsibility of the case management of selfsufficiency services to a different county Staff must initiate an ICT when a household HH reports a move from one county to another this includes HHs experiencing homelessness A HH may voluntarily report their move to either the receiving county to which the HH has moved to or sending county from which the HH has moved from county The county the customer notifies of their move will initiate the ICT within seven business days Counties must communicate with each other throughout the ICT process to ensure that the HHs benefits are not interrupted An ICT will not require the HH to complete a new application recertification submit verifications previously provided or complete an interview The transfer period of benefits must be completed within 30 days after a county is notified of a HHs move Note When the 30th day lands on a weekend or holiday the next business day is considered the last day of the 30th day transfer period A transfer of responsibility may occur at an earlier date if there is mutual agreement between the counties involved The example below shows when a transfer may occur at an earlier date Example ICT is initiated April 20th the receiving county would be required to assume responsibility May 21st However the receiving county notifies the sending county of proposed benefit approval on May 18th The sending county will discontinue benefits in a timely manner and receiving county will approve benefits effective June 1st 1 Sending County Responsibilities The following are the sending countys responsibilities Notify the customer of the transfer using the CalFresh Informing Notice of Sending InterCounty Transfer NA 1268 Provide the receiving county the following items Copies of all verifications that were in the HHs file Any information which might affect eligibility CalFresh Notification of Intercounty Transfer CF 215 Public Assistance CalFresh PACF cases must include CalWORKs Notification of Intercounty Transfer CW215 Note The name and phone number of the ICT specialist must be included in the comment section Application for Cash Aid CalFresh andor Medical Assistance SAWS 2 Plus Application for CalFresh Benefits CF 285 and Initial Application for CalFresh andor MediCalHealthcare Programs SAWS 1 Eligibility Status Report SAR 7

CalFresh Household Change Report CF 3775 if applicable Any outstanding overissuance OI repayment records with supporting documentation such as OI Notice of Action NOAs budgets etc that will not be repaid before the end of the transfer period Once all documents have been sent and notification is obtained that the receiving county is responsible the sending county will no longer be responsible for the collection of the claim and will remove the claim from their case record Refer to CalFresh ICT Receiving and Sending County Job Aid and CalFresh ICT Processing Guide 35901 for additional information and procedures Transferring the benefit responsibility to the receiving county no later than the first day of the next available benefit month 2 Receiving County Responsibilities The following are the receiving countys responsibilities Process the SAR 7 or recertification when the customer moves during the last two months of the SemiAnnual Reporting SAR period The SAR cycle and recertification that were assigned in the sending county must continue in the receiving county The customer may be sent the NOA of the approval of benefits in the receiving county along with the Notice of the Expiration of Certification period or separate notices may be sent The table below illustrates when a customers case will be picked up by the receiving county when their recertification is due in September If the then the receiving county ICT is initiated in the month of completes the recertification in September with an ICT pickAugust up date of October 1st recertification is completed by picks up the ICT on November 1st the sending county prior to initiating the ICT in September ICT is initiated in the month of completes the recertification in September with an ICT pickSeptember up date of October 1st rather than November 1st due to the recertification ending September in the sending county Note The sending county may process the SAR 7 or recertification if the sending and receiving counties agree that it is in the customers best interest for them to do so Notify the customer of the transfer using the CalFresh Informing Notice of Receiving InterCounty Transfer NA 1267 Process eligible Transitional CalFresh TCF cases The receiving county will be responsible for processing the recertification and determining eligibility for regular CalFresh The customer will continue to receive TCF benefits from the original county until recertification is completed in the receiving county When the HH consists of an AbleBodied Adults Without Dependents ABAWD individual the county of residence is responsible to check if the participant is meeting the ABAWD work rule Refer to 63904 3 HHs Excluded from the ICT Process

Do not initiate an ICT when only some members of the HH move to another county Those individuals will be added or removed from the current HH according to existing SAR rules Individuals leaving the current HH must be removed from the case and may apply in their new county of residence or be added to an existing CalFresh HH 4 Restoration of Aid HHs may be eligible for restoration if the HH applies in a new county in the month following their discontinuance The discontinuance can be for any reason other than failure to complete a recertification or disqualification from receiving benefits Staff shall communicate with the previous county to determine which is more beneficial to the HH having the benefits restored or completing a new application in the event the HH is eligible for expedited services The sending county is responsible for restoring the case and the receiving county must provide any information needed to complete the restoration If it is determined that the HH is better served by completing a new application the receiving county will notify the HH and assist in the completion of the application 5 Domestic Abuse Strict confidentiality must be maintained for domestic abuse victims during ICT process All communication of domestic abuse issues including documentation must be kept confidential so that the customers information is not available to any staff who will not be directly involved in the case The use of fax for domestic abuse cases is discouraged The sending county is strongly encouraged to provide the customer with references to local domestic abuse services that are in the receiving county Domestic abuse ICT cases must be assigned to staff who have received the required domestic abuse training to address the customers specific need to ensure a smooth case transfer Victims of domestic abuse and their families can use the Safe at Home service for confidential mail services Program ImpactsRefer to the CalWORKs ICT process for Public Assistance CalFresh cases when at least one member of the CalFresh HH receives CalWORKs CalWORKs Program Guide 40100 The HH will be discontinued from the prior county at the same time the transfer of the CalWORKs case is completed Refer to the MediCal ICT process for CalFresh cases when at least one member of the CalFresh HH receives MediCal MediCal Program Guide Article 3 Section 2 InterCounty Transfer References All County Letter ACL 1122 1170 1378 and 1758 All County Information Notice ACIN I6009 MPP 635037 and 427151 Sunset Date This policy will be reviewed for continuance by 11302026 Approval for Release Rick Wanne Director SelfSufficiency Services
