Revision Date 03012023 BackgroundDrugAlcohol Treatment Centers DATC and Group Living Arrangements GLA must follow specific regulations to be eligible to apply and receive CalFresh benefits for their residents PurposeThis section describes the regulations and requirements that DATC and GLA must follow to apply and receive CalFresh benefits for residents who live in their centers This section is being updated to incorporate the California Department of Social Services CDSS GLA website into the program material Policy1 DATC Facilities DATC must be authorized by Food and Nutrition Service FNS as a retailer or meet the definition of a drug addiction or alcoholic treatment program and provide meals to residents to be an authorized DATC facility Residents who participate and reside in authorized DATC must apply for CalFresh through an Authorized Representative AR that is employed and designated by the DATC Customers cannot apply on their own behalf when residing in a DATC For more information regarding AR refer to 63113 Authorized Representatives The AR is required to complete the application process and receive an Electronic Benefit Transfer EBT to purchase food for the resident Residents of a DATC must be certified as a oneperson HH unless their children are living with them in which case their children must be included in the HH Facilities requesting to be added to the authorized DATC list will need to be elevated to CalFresh program Refer to Desk Aid List of Authorized Drug and Alcohol Treatment Centers in Eligibility Essentials for a list of authorized DATC facilities and designated ARs 2 GLA Facilities GLA are public or private nonprofit residential homes for disabled or blind individuals that serve no more than 16 residents and are certified by California Department of Social Services CDSS To be eligible for CalFresh residents of the GLA must be blind or disabled as defined by CalFresh Residents have the option to apply on their own behalf through an AR of their choice or through an AR employed and designated by the GLA If the resident is physically or mentally unable to apply on their own behalf the GLA may determine that the resident must apply through the AR designated by the GLA For more information regarding AR refer to 63113 Authorized Representatives For a list of current GLA facilities refer to California Department of Social Services CDSS Certified Group Living Arrangement List found on the CDSS website httpscdsscagovinforesourcescalfresh
resourcecenterpolicy 2 Reporting Changes The treatment center group home andor group resident is responsible for reporting any changes in the residents income or household circumstances The center AR must complete sign and return the SAR 7 When a resident leaves the treatment center group home or ceases to participate in the treatment program the centergroup home will

Instruct the person to contact the county as soon as they leave the center Provide the resident with a change form to report the new address and other changes in circumstances after leaving the center Return the AR EBT card after cutting the card in half to the Family Resource Center FRC For confidentiality purpose the FRC is to shred the card upon receipt Inform the resident that they are entitled to onehalf of the monthly benefit if they leave the center or group home before the 16th of the month The resident is to contact the county to request an EBT card or to reactivate their existing card if they are still interested in receiving CalFresh benefits Tell the resident that they will not receive any benefits for the current month if they leave on or after the 16th of the month as the benefits have already been issued and used Inform the resident that they are entitled to the full allotment if no benefits have been used GLA residents who apply on their own behalf will keep their EBT cards when they leave If a group of residents have applied as one household a prorata share of the remaining benefits will be provided to any departing household member 3 Reporting Requirements The treatment centergroup home is required to submit a list of active CalFresh residents residing in their center This list will be sent each month to the CalFresh Program Authorized Representative Alcohol and Drug Section Coordinator ARADSC The list must be signed by a responsible center official attesting to the validity of the list and must be emailed to the ARADSC by the first week of each month If the center refuses to provide the list of residents or refuses to allow the ARADSC access to the center to verify the list the county will terminate the participation of all certified households in the center for refusal to cooperate Timely informing notices of termination will be sent to the residents Once denied or terminated the residents can reapply but will be certified only when the center cooperates 4 Losses or Misuse The treatment center or group home will be responsible for any misrepresentation or fraud which it knowingly commits in the certification of its residents The center or group home must be knowledgeable about household circumstances and should carefully review those circumstances with residents prior to applying on their behalf The resident is not responsible for any overissuance OI that occurs while they are residing at the center The center or group home will be liable for any OI that occurs while the resident is residing at the center 8 Worker Responsibilities Refer to Processing Guide 12301 for guidance on processing DATC and GLA cases Other Program ImpactsNo impact References ACL 1951 ACL 1890 MPP 6350347 MPP 6340264 MPP 63402621 MPP 6340261 MPP 6350348 Processing Guide 12301
