County of San Diego Health and Human Services Agency HHSACalWORKs Program Guide Number 41500G 1 of 2 Revision Date July 1 2020 Background Once financial eligibility has been determined and a payment is to be issued an evaluation must be made to determine whether the persons in the Assistance Unit AU are to be paid as federally eligible persons or essential persons Purpose To define the Federal Financial Participation FFP category for each person in the AU This material revision is to reformat the section Policy Determine Assistance Unit Members Claiming Status If an AU is determined to be financially eligible and an aid payment is to be issued determine whether FFP is available for each person in the AU For purposes of determining FFP customers are categorized into two groups Federally eligible persons Essential persons The following is a description of the categories of persons who must be included in each group Federally Eligible Persons Children All children are federally eligible who are deprived of any parental support and care due to a parents o Death o Incapacity o Continued absence o Unemployment when the parent meets federal eligibility conditions Adults An adult in the AU is federally eligible when the adult is any of the following o The caretaker relative of a federally eligible child or of a child who is receiving Supplemental Security IncomeState Supplementary Payment SSISSP o The second parent of a federally eligible child or of a child who is receiving SSISSP o The needy stepparent or California domestic partner of a parent of a federally eligible child when the childs parent in the home is incapacitated Pregnant Person A person who meets all the following conditions is federally eligible o Has no federally eligible children o Has provided medical verification of the pregnancy o Whose child if born and living with the previously pregnant parent would be federally eligible for aid in the month of payment and is either o Under the age of 19 and has not obtained a high school diploma or its equivalent County of San Diego Health and Human Services Agency HHSACalWORKs Program Guide Number 41500G 2 of 2 o The pregnancy has reached the threemonth period last trimester of pregnancy immediately before the month of anticipated birth If the child is born prior to the originally estimated date of birth the anticipated month of birth is changed to the month in which the birth occurred and federal financial participation is retroactively available for the threemonth period prior to the month of birth Essential Persons An essential person is a stepparent California domestic partner of a parent or Alternately Sentenced Prisoner ASP who is not an otherwise federally eligible person and who is any of the following Related to a child determined to be federally eligible Related to a child who is either o Receiving SSISSP o Employment Services sanctioned but would otherwise be a federally eligible child Procedure None Program Impacts None References EAS 44209 Sunset Date This policy will be reviewed for continuance by July 31 2023 Approval for Release Rick Wanne Director Eligibility Operations
