County of San Diego Health and Human Services Agency HHSACalWORKs Program Guide Number Page Social Security Number 40100C 1 of 2 Revision Date December 1 2020 Background Social Security Number SSN is a condition of eligibility for CalWORKs Purpose This section is being revised to combine sections of CalWORKs Program Guide CPG 40100C and CPG 40100D into this section remove processes from the CPG and to create an SSN processing guide Section CPG 40100D will become obsolete with this revision Policy As a condition of eligibility each member of the CalWORKs Assistance Unit AU shall provide a SSN or proof of application for SSN prior to case approval Victims of trafficking domestic violence or other serious crime who are otherwise eligible to receive statefunded CalWORKs are not required to meet this requirement Customers must provide their SSN or proof of application for SSN within 30 days following the application date Note See memo 1908 Addendum A in regard to CubanHaitian entrants and the requirement to apply for a SSN SSN Verification Human Services Specialists HSS may verify a SSN by viewing Actual SSN card Social Security Administration SSA award letter Other documentation from SSA showing the customers name and SSN Income Eligibility Verification System IEVS MEDS showing code A in the SSN verified field The following is acceptable verification for a SSN application Proof of application for SSN accepted by the SSA for processing Form SSA2853 receipt of SSN application for a newborn if it contains the name of the newborn as well as the date and signature of an authorized hospital official Note If Form SSA2853 is provided for a newborn acceptable verification of the SSN must be received within 6 months after receiving the SSN or at redetermination whichever occurs first SSN Discrepancies All SSNs must be verified by SSA through IEVS Customers must cooperate with the county and SSA in resolving any discrepancies regarding SSNs If a discrepancy cannot be resolved by the customer or review of the IEVS a referral must be made to SSA Failure to cooperate will result in denial or discontinuance of aid for those AU members whose SSN is in question Refusal to Cooperate in Providing or Applying for a SSN County of San Diego Health and Human Services Agency HHSACalWORKs Program Guide Number Page Social Security Number 40100C 2 of 2 When a customer refuses to provide or apply for a SSN the customer is ineligible for CalWORKs The same regulation will apply for children A child will be ineligible for CalWORKs when the parent or caretaker relative who has care and control of the child refuses to provide or apply for a SSN on behalf of the child If the only eligible AU member is a child who does not meet the SSN requirement the entire AU is ineligible References EAS 40105 40107 MEDIL I1003 Sunset Date This policy will be reviewed for continuance by November 30 2023 Approval for Release Rick Wanne Director Eligibility Operations
