Revision Date 812020 Background State Law requires counties to administer the Refugee Employment Services RES program according to the County Refugee Services Plan certified by the California Department of Social Services CDSS Eligibility Operations serves as administrative lead for the RES program and networks with community partners to integrate various services available to refugees PurposeTo streamline policies as result of a Sunset Review and clarify that participants are not required to provide their Social Security Number SSN to receive services through the RES program PolicyCalWORKs refugee recipients may receive employmentacculturationsupportive services through the Employment Services ES or the Refugee Employment Services RES program depending on their employment readiness status Qualifying refugees who are not receiving CalWORKs may participate in the RES program without being eligible to receive supportive services RES Eligibility Criteria Participant must be A qualifying noncitizen who has been granted a special immigration status Residing in the United States for 60 months or less Sixteen years or older and not a fulltime student in elementary or secondary school Employment ready and actively seeking employment RES Eligibility Timeframes Qualifying refugees can receive RES for up to 60 months Immigration Status RES 60Month Beginning Date Refugee Special Immigrant Visa SIV Date of Entry DOE Amerasians from Vietnam Asylee Asylum granting date Cuban and Haitian Entrants Date parole or other status was granted TCVAP recipients Application date NonTCVAP recipients o Date of Office of Refugee Resettlement Human Trafficking and Crime Victims ORR Certification Letter for victims 18 CPG 70100A years old and over o Date of ORR Eligibility Letter for victims under 18 years old Verification of Immigration Status The ECM will validate qualifying immigration status by viewing the United States Citizenship and Immigration Services USCIS documentation from case record or original documents obtained from the participants if not already available RES participants are not required to provide their Social Security number SSN to receive employment services through the RES program
