Revision Date September 1 2019 Background This section provides information regarding the IAR program within CAPI Purpose This section is updated for the sunset review No Program rules have changed Policy 1 Federal IAR CAPI payments may be reimbursed to the State from retroactive SSI payments when CAPI is paid when either the SSI Application is pending Benefits were suspended if the person is subsequently found to be eligible and certain conditions are met The customer must sign the Interim Assistance Reimbursement Authorization SSP 14 to agree that if heshe becomes eligible for SSI Social Security will send payment to the County Office of Revenue and Recovery ORR from the individuals retroactive SSI payment ORR collects this reimbursement on behalf of the State since the State funds the CAPI program 2 Signing the IAR Authorization Only the following people may sign the IAR Authorization SSP 14 CAPI applicant Parents with intact parental rights for CAPI minor applicants Legal Guardians who are not IAR representatives CAPI representative payee who are not IAR representatives 3 IAR Authorization Expiration The IAR Authorization expires At the end of one year After SSI begins or reinstates payments Upon denial of an SSI application if the individual does not file a timely appeal of that denial After the effective life of the authorization ends HHSA may not use the authorization to reimburse the State so it is important for each case to contain a current IAR authorization 4 When to Complete the IAR Authorization Follow the steps in Processing Guide 991081A to complete the SSP 14 At intake At redetermination Any time after the initial 12 months of eligibility when the recipient reapplies for SSISSP An example is when a recipient reapplies for SSI instead of appealing the denial

Whenever it is discovered that a recipients SSI claim has been denied refer the individual to SSI Advocacy for assistance with the reapplication or appeal If the recipient reapplies without filing an appeal complete a new IAR Authorization 5 State IAR Counties may claim IAR from the State when CAPI benefits are awarded retroactively and the applicant has received GR payments pending receipt of CAPI The State IAR program operates in a manner like the Federal IAR program for the SSISSP program Deduct the amount of GR payments made to the recipient during the months of transition from GR to CAPI from the retroactive CAPI benefits 6 Eligible Period for State IAR Overlapping Months of GR and CAPI The eligible period for State IAR begins with the first month of CAPI eligibility and ends with and includes the month the individuals CAPI payments begin This same eligible period applies if benefits are reinstated after suspension or termination The eligible period begins and ends with and includes the first payment following the suspension or termination if eligibility is reestablished Procedure Follow the actions in the policies above and Processing Guide 991081A for Federal IAR actions and Processing Guide 991081B for State IAR actions Program Impacts None References MPP 49065 ACLs 9882 9911 9921 0437 1455 and 1641 Sunset Date This policy will be reviewed for continuance on or by 09302022 Approval for Release Rick Wanne Director Eligibility Operations
