Revision Date June 1 2019 A Background In August 1998 State Assembly Bill AB 2779 mandated CAPI and added Chapter 103 and Sections 1893718944 to the Welfare and Institutions Code WIC This program gives statefunded eligibility to a population of legal immigrants who are ineligible for Supplemental Security Income SSI andor State Supplemental Payments SSP solely due to their immigration status Purpose This section is updated to provide updated payment information B Policy Individuals must meet the conditions of eligibility for SSISSP and the requirements in this Program Guide to qualify for CAPI Aid payments are the same as the SSISSP rates To provide for program integrity the County requires a facetoface eligibility interview at Intake and redetermination Other Counties Some other counties within the State administer their own CAPI program as San Diego County does but many other counties are members of one of the two CAPI consortia These two groups of counties have agreed to have the CAPI program in each individual county administered by a single lead county within the group The two consortia are the Bay Area CAPI Consortium BACC headquartered in San Mateo County and the North StateOrange County Consortium NSOCC headquartered in Sacramento County C Procedure None Other Program Impacts None References MPP 49001 49005c1 49013 ACL 9882 and 1890 ACIN I 2319 Sunset Date This policy will be reviewed for continuance by 06302022 Approval for Release Rick Wanne Director Eligibility Operations
